History Characteristics and Realistic Function of Strengthening a Country through Higher Education——China Stands on the Threshold of Becoming a Great Power through Higher Education

高等教育强国的思想在欧美大陆已有长达200年的实践历史,推动许多国家走向富强,21世纪,必将掀起由发展中国家参与的高等教育强国新巨澜。30年的改革发展为中国施行高等教育强国政策奠定了必要的基础。文章主要就高等教育强国的概念、世界高等教育强国的发展特征和现代大学的社会功用略以概述,以期为国家谋划高等教育强国的发展战略提供参考和借鉴。

The idea of strengthening a country through higher education has been practiced in Europe and the U. S. for more than 200 years, making many countries grow prosperous. In 21^st century, there will new huge waves of country strengthening by higher education among the developing countries. 30 years of reform and development have laid a solid foundation for the implementation of China to build stronger national higher education and to promote China＇s power through higher education, In this paper, the main purpose is to give you an overview about the concept of strengthening a country through higher education, the development characteristics and how it is practiced in China, thus providing reference for our country＇s strategic planning.
