论海洋管理中的公民参与

On Citizens' Participation in Marine Management

公民参与是提高政府海洋管理效率的重要保证,也是海洋管理公共性的内在要求。它是实现海洋经济可持续发展、达到人海和谐的必要条件和必由之路。在当前,我国广大民众积极参与海洋管理还存在诸多限制因素,如海洋决策机制和海洋管理体制的缺陷,我国公民海洋意识、海洋管理参与意识的薄弱,某些领导者对公民参与海洋管理认识不到位等。解决这一问题,就要构建公民参与海洋管理的新机制和新路径;要大力加强对我国公民的海洋意识教育;各级政府和海洋事业的领导者要进一步实践科学发展观和树立民主管理意识,采取有力措施,进一步发挥广大民众特别是沿海地区居民参与海洋管理的积极性。

The citizens＂ participation is the important guarantee to improve the efficiency of marine management and the inherent re- quirement of marine management publicity. It is a necessary condition and mute to realize the sustainable development of marine e- conomy, and to achieve the harmony between oceans and people. At present, there are some constraints on China＇s people active par- ticipation in marine management, such as the defect of marine decision-making mechanism and marine management system, the in- sufficiency of our citizen＇s marine consciousness and participation in marine management, and some leadem＂ failure to understand the importance of citizens＂ participation. To solve this problem, new mechanism and new path should be constructed for the citizens to participate in marine management. Efforta should be made to educate citizens and strengthen their marine Govern- ments at all levels and the leaders related to marine management should further implement the scientific development view, establish democracy management consciousness, and take effective measures so as to boost the enthusiasm of the general public, especially res~ idents of the coastal areas to participate in the marine management.
