对地方政府应急管理执行力的几点思考

地方政府处在应急管理的第一线,它的执行力强弱直接决定着突发公共事件能否得到快速、有效、妥善的解决。地方政府应急管理执行力不强存在于执行人员、制度、组织、技术等几个障碍因素。要从根本上提升地方政府应急管理执行力,执行人员应当加强素质培养,创新行政运行机制,推进法制建设,强化政府问责制。

Local governments lies the first line of emergency management,its strength of execution determines that the public emergencies is can be quickly and effectively and properly addressed or not.Presently,the emergency management executive power of our local governments is not strong,the deep-seated reasons includs several obstacle factors,they are implementation of the personnel,systems,organization,technology,etc.In order to enhance fundamentally local emergency management execution,we must focus on the quality of the the executives,promote the legal system and strengthen the accountability of government.
