"Smart Power" and China's Peaceful Development

"巧实力"战略作为美国国务卿希拉里.克林顿提出的一种外交战略,是指把"硬实力"和"软实力"有效地结合成一种成功战略的能力。其包括以下五个方面:第一,加强与同盟、伙伴和国际组织的关系;第二,关注全球发展;第三,加强公共外交;第四,推动经济一体化;第五,增强技术和创新能力。选择和平发展道路的中国可以借鉴美国的"巧实力"战略,以经济建设为中心,增强"硬实力";建设社会主义核心价值体系,提升"软实力";以和平共处五项原则为基础,施行"巧实力"外交,构建和谐世界,营造有利于中国和平发展的国际环境。

As a kind of foreign strategy proposed by U.S.Secretary of State Hillary Clinton,＂Smart Power＂ strategy is the ability to combine ＂Hard Power and Soft Power＂ into a powerful strategy.It includes the following five aspects： First,enhancing alliances,partnerships and institutions＇ relations;Second,paying attention to the global development;Third,strengthening the public diplomacy;Fourth,promoting the economic integration;Fifth,developing the ability of technology and innovation.China which chooses the path of peaceful development may learn from US ＂Smart Power＂ strategy.It takes the economic construction as the center for increasing ＂Hard Power＂,constructs the socialist core value system for promoting ＂Soft Power＂,takes the Five Principles of Peaceful Coexistence as the foundation and executes ＂Smart Power＂ diplomacy for constructing harmonious world and building international environment which is advantageous to China＇ peace development.
