摘要
城市道路属于拥挤性公共产品,文章分析了城市道路交通拥挤的外部性因素,指出,采用交通拥挤收费法,可利用经济杠杆作用,将城市道路交通拥挤而产生的负外部效应通过收费的形式内部化,限制机动车使用者在高峰时段出行,实现城市交通资源最优利用。它可以在城市发展特定的历史时期作为缓解城市交通拥挤的手段。
The urban road belongs to the category of congestible public products.Analyzing the external factors of the traffic congestion on urgban roads,this article points out that in order to restrict the numbers of motor vehicles at rush hours and optimize the urban traffic resources,it is advisable to adopt the means of traffic congestion charges and internalize the negative external effects caused by traffic jams on urban roads by making use of the economic pivot in the form of taking certain charges.Congestion charges may be considered as a measure to relieve traffic congestion during the particular periods of historical development of the cities.
