摘要
根据协同理论的序参量原理和役使原理,建立中国"教育发展——教育公平"复合系统协调度模型,测算出中国1997-2006年教育发展与教育公平两者之间的协调度。结果发现:中国教育发展与教育公平之间是协调发展的,总体上呈现出逐步提高的良好态势,但其总体协调程度不高,在这10年间该复合系统的平均协调度仅为0.3708,绝大多数年份属于低水平协调型或者相互脱节型。因此,政府需要继续实施"科教兴国"战略,努力提高国民的平均受教育年限,加大对教育的财政投入力度,并建立教育公平的监测评估体系。
According to the order parameter principle and the slaving principle of Synergetics,this paper has established the complex system coordination degree model of educational development and equity of China,to measure the degree of coordination between educational development and equity of China from 1997 to 2006.The results showed that: the educational development and equity of China is coordinate,showing a gradual improvement situation on the whole;however,its overall level of coordination is not high,the average coordination degree being only 0.3708 in this decade,the vast majority years being of low level coordination type or disjointed type.Therefore,this paper suggests that the government should continue to implement "revitalization of the country through science and education" strategy,make efforts to raise the citizens' average years of education,increase financial investment in education and establish monitoring and evaluation system of educational equity.
