论中央与地方对企业国有资产的监管权益

On the Central and Local Government's Supervision Right for the State-owned Assets in the Enterprises

企业国有资产的归属决定了中央与地方对企业国有资产的监管权益。由于历史原因,我国企业国有资产实际上形成了中央与地方的分级产权,所以,企业国有资产的监管应当采取中央与地方分权方式,明确各自的监管权益与监管方式。

The ownership of the state-owned assets of enterprises has determined the supervision right by the central government and local authorities.Due to historical reasons,the state-owned assets of enterprises in our country has,in fact,formed a division of property rights at the level of the central government and local authorities.Therefore,the supervision should adopt the policy of power division in the central government and local authorities,clarifying and defining their respective rights and interests in the supervision process as well as the respective means of supervision.
