约翰·克莱顿·托马斯的《公共决策中的公民参与:公共管理者的新技能与新策略》一书,由于我国经济环境的制约、制度化建设不足和公民参与素质不高的原因,要对其进行批判性研读。该书给我国公共决策中公民参与的完善带来了观念上和实践上的启示。观念上,管理者和研习者分别要更新管理观念和研习观念。实践中,决策参与的制度化和决策参与技术需要再思考。

John Clayton Thomas＇ s book Public Participation in Public Decisions ： New Skills and Strategies for Public Managers should be read in a critical way, because of restriction of our economical environment, deficiency in institutional construction and low quality of public participation. The book enlightens us about the consummation of public participation in Chinese public decision making ideologically and practically. Practically, it needs a reconsid- eration of institutionalization and technologies of participation in public decision. Ideologically, managers and scholars ought to renew their idea of management and of study individually.
