It benefits a lot to run sunshine administra- tion and build service government by full playing the social function of public opinion. The meaningful statement of Wilson＇ s ＂the goldfish urn effect＂ both matches up with the governance concept of sunshine administration historically, and still has its important use of reference for us in broadening freedom of the press and giving full play to effective function of news supervision nowadays.
