The development of the vocational and technological education has changed a lot because of the increasing emphasis on vocation and technology.The aim of this passage is to discuss the effect of the education philosophy and college culture on the planning and construction of the vocational and technological colleges based on contemporary education philosophy and pattern.The design philosophy and methods were summarized in order to construct the vocational and technological college with the special city characteristics of its own.
