Long-term preservation of electronic records safely is one of the strategic issues that are concerned commonly in the national information construction. The implementation of electronic records offline backup is an effective implementation strategy that can make preservation of electronic records safely come true. In this paper, discussing on the establishment of backup mechanism and backup off-line management model for electronic records from the following eight aspects： backup types, backup-levels, backup methods, backup manner, backup media, backup testing, backup management and backup use.
