摘要
作者从当前及２１世纪初叶中国经济发展和对主要矿产资源供需关系分析入手，阐述了为实现世纪之交经济可持续发展的宏伟战略目标，必须抓住当前国内外的有利时机，从全球资源战略出发，从现在起，把实施国外风险勘探开发，建立海外资源基地作为我国当前及今后一个相当长时期的基本战略任务。为了实现这一战略目标，作者建议国家制定相关产业政策和配套经济政策；建立海外资源风险勘查基金；采取一系列有效措施。
Abstract: Starting with analysis on chinese economic development at present and in the middle of the 21th and relationship between supply and demand of main mineral resources, the author points out that we must grasp present favourable opportunite at home and abroad, proceed from gobal resources strategy, take carrying out foreign risk exploration and setting up overseas resources base as fundamental strategic task of our country in current and future period of considerable length in order to realize the grand strategic target of economic sustained development. He also suggests that country should draw up relevant industrial policy and necessary economic policy, set up risk prospecting fund of overseas resources, adopt a series of effctive measure and give policy support and financial support to overseas risk exploration and development.
