章士钊在比较工业国与农业国、工业文明与农业文明的区别后,看到了西方资本主义发展中出现的问题和弊端,开出了"以农立国"(简称"农国论")的救治药方。"农国论"对资本主义工业化、市场化和都市化持抗拒和排斥态度,集中表达了其对资本主义弊端的鄙弃和对中国农业文明的怀念,是一种空想的农业社会主义,带有浓厚的民粹主义色彩。
