论中国的情报政策模式

On the Model of Chinese Information Policy

本文在对国内关于情报政策研究现状作了简要述评之后,按照中国社会经济文化运行机制下的情报运行机制,从情报政策主体入手,探讨了两种情报政策模式及其形成机制与功效。结合中国社会经济文化发展的特定历史阶段,阐述了中国情报事业发展中对情报政策模式的选择,即以管理型情报政策作为情报事业发展的过渡模式,以协调型情报政策作为情报事业发展的目标模式,并探讨了由管理型情报政策向协调型情报政策转化的机制。

After making a brief review of the study of information policy in China, according to the mechanism of Chinese information activities under the mechanism of Chinese Socialeco-nomic-cultural activities, and beginning with the body of information policy, this paper discusses the two kinds of model of information policy and their formative mechanism functions.Connecting with the special historical stage of Chinese social-economic-cultural develoment,it discusses the choose to the model of Information policy in the development of Chinese information activities, that is, the model of information-controlled policy is considered as the passing model, and the model of information-assistanted policy as aiming model. At last, it discusses the mechanism of changing from the mode of informationcontrolled policy to the model of information-assistanted policy.
