To guard the information fairness in the society is the core objective of modern public library institution. This core objective leads to the non-economic efficiency that is the measurement of efficiency in the public library institution. The performance of public library institution at the macro level could be translated into the general coverage of library service, and at the micro level means audience＇ s satisfaction. The general coverage of the public library service is measured by the services available and audience diversity. The satisfaction of the services can be measured by the audience＇ s subjective evaluation. The awareness of the relation between fairness and efficiency in the public library institution would reflect the principle of institution ethics.
