大湄公河次区域合作的进展与未来挑战

Progress and Challenges of Cooperation in the Greater Mekong Subregion

本文介绍了大湄公河次区域(GMS)经济合作计划的最新进展,分析了次区域合作中的问题、挑战、机遇、主要合作领域与政策措施等,认为大湄公河次区域现在面临着大量如贫困、高质量劳动力缺乏、基础设施、生态环境、传染病、全球化与区域化风险等挑战,需要通过推进高层会商、积极鼓励私人投资、改善投资环境、制定利益冲突处理准则等推动大湄公河次区域经济合作与发展,我国也需要通过突出与大湄公河次区域国家的民生、教育与科技合作、打造边境综合发展增长极、利用区域合作助推人民币国际化等手段实现我国在次区域合作中的国家利益。

This paper introduces the latest progress of Greater Mekong Subregion （GMS） economic cooperation program, and analyzes the challenges, opportunities, main areas of cooperation, policies and measures of the sub-regional cooperation. The paper puts forward that Greater Mekong Subregion now faces with a large number of challenges such as poverty, shortage of high--quality labor, infrastructure, environment, infectious diseases, risks of globalization and regionalization, and we should promote high-level consultation, encourage private investment, improve the investment environment, develop guidelines to deal with conflict of interest among countries to promote economic cooperation and development of Greater Mekong Subregion. China also needs to emphasize cooperation in livelihood, education and S＆T, build growthpoles along the borders, promote the internationalization of RMB though regional cooperation, to fulfill national interests of China in the process of Greater Mekong Subregion economic cooperation.
