Sustainable Development of Energy and Chemical Base in Northern Shaanxi

陕北能源化工基地历经10年的建设,已成为21世纪我国重要的能源接续地,然而实际调研结果发现,快速发展的能源化工基地存在着产业布局不合理、产品雷同,生态环境已接近其承载能力,体制机制的不完善等制约其可持续发展的因素;为此,笔者认为建立延长能源化工产业的产业链、发展循环经济,确立资源开发与环境保护的共生机制,完善市场经济的体制机制,实现陕北能源化工基地可持续发展。

The energy and chemical base in northern Shaanxi after 10 years of construction,it has become the 21st century,China＇s major energy connecting;the rapid development of energy and chemical industrial base in the existence of the irrational,the product identical,ecological environment has been close to its carrying capacity,institutional mechanisms for constraints such as the imperfections of their sustainable development factors;to extend the energy and chemical industry,in-dustrial chain,developing recycling economy,establish symbiotic resource development and environmental protection mechanisms,the institutional mechanisms for improving the market economy and achieve sustainable development in Northern Shaanxi Energy and Chemical Base.
