协商民主理论代表了西方民主的最新发展,在我国也受到了广泛关注。公共决策听证制度是协商民主的制度实践形式,具有协商民主的功能。公共决策听证制度在实践中的运行是一个系统过程,由听证信息公开—听证代表的遴选—听证会的召开—听证笔录的处理四个环节组成,它们之间在时间上前后贯通,在内容上相互联系,共同作用实现了公共决策听证制度的协商民主功能。

Deliberative democracy theory is the newest achievement in Western nation.It has received the widespread attention in China.Administrative decision-making hearing system coincide with deliberative democracy.It has became deliberative democracy into a reality from a theory.The movement process of administrative decision-making hearing system is a systematic process,it includes four main aspects.The four aspects link and in-fluence one after another,realize the function of deliberative democracy.
