版权保护指标体系构建及强度测定

The Index System of Copyright Protection and Its Strength

构建一个版权保护强度指标体系,并对版权保护强度进行客观的测量,不仅是经济学研究的基础,也是对各类理论模型加以验证的前提条件,更为重要的是,可以借此进行版权保护强度的国际比较。本研究遵循版权保护强度应是立法强度与执法强度综合的原则,构建了由2个一级指标、12个二级指标以及55个三级指标组成的版权保护指标体系。在此基础之上,计算了1991至2008年中国版权保护强度、2005年中国各地区版权保护强度和2008年58个国家和地区的版权保护强度。

The article proposes a new index system of the Strength of Copyright Protection （SCP） which covers the aspects of legislation and executive and measures the SCP objectively. The application results of the SOP are the empirical basic to make in-depth analysis on the status quo of copyright protection in sample countries and regions from horizontal and longitudinal aspects. The SCP consists of 2 pars, 12 categories and 55 sub-categories. The SCP of China from 1991 to 2008, as well 31 Chinese provinces and 58 countries and regions are calculated with the proposed SOP.
