我国创新型企业面向创新战略实施的项目组合全过程集成管理方法研究

Research on the All-Phase Integrated Project Portfolio Management Method as a Strategic Implementation of Chinese Innovative Enterprises

建设创新型国家就必须建设创新型企业,增强企业的自主创新能力。而创新型企业不仅需要创新战略,更需要恰当的战略实施方法。针对创新活动的"独特性"、"一次性"和"不确定性"特征,提出用项目组合管理的方法去管理创新活动,并阐述了该方法对于创新型企业战略实施的适用性。在面向项目组合全过程的项目导向型组织结构设计的基础上,提出了项目组合全过程集成管理的具体实施方法。最后给出了具体的案例验证。

An innovative country should have innovative enterprises. Therefore, to build an innovative country, we must enhance the innovation competence of its companies. Innovative enterprises should not only have innovation strategies, but also need specific implements to achieve them. This paper takes into account the traits of the innovative activities and discusses the applicability of project portfolio management to fulfill the strategies of innovative enterprises. In the main part, the author presents the all-phase project portfolio management method at the basis of the designed project-oriented organizational structure. In the end, a practical case is analyzed to testify the rationality of theoretical research achievements
