流域水资源开发规划中战略环评的作用——以长江口综合整治规划环评为例

Role of Strategic Environment Assessment in development planning of basin water resources-case of comprehensive regulation planning of Yangtze River estuary

水资源的开发利用活动与生态环境有密切的关系,战略环评(Strategic Environmental Assessment)在协调水资源开发利用与生态环境保护方面的作用远大于项目环评。以长江口综合整治规划为例说明战略环评在流域水资源开发规划中的重要作用。简要介绍在流域开发的战略环评中应关注的重点,论述了区域规划与流域规划、行业规划或专项规划与流域规划之间的关系。

Water resources development and utilization are closely related with ecology and environment,and the role of Strategic Environment Assessment（SEA） in the coordination of water resources development and ecological protection is far more important than project environment assessment.We explain the importance of SEA in basin water resources development by the practical case of the comprehensive regulation planning of Yangtze River estuary,briefly introduce the key points in SEA of basin development to which attention should be paid,and expounds the relations between regional planning and basin planning,industry planning or specific planning and basin planning.
