Discussion on Fine Management in Expressway Enterprise

目前,我国高速公路运营企业主要负责所辖路段的通行费征收、道路养护、服务区运营监管及相关附属业务的经营管理活动。我国高速公路事业经过近30年的发展,高速企业经营行为活动、管理模式方法正逐渐地成熟和完善。但由于在我国高速企业作为带有垄断性质的国有企业,容易受到管理体制、运行机制等因素的制约,从而在精细化管理方面与世界先进的运营企业还有很大的差距,本文结合高速企业管理实例,从分析企业管理发展历程入手,深入剖析制约高速企业实现精细化管理的瓶颈,浅述实现企业精细化管理的方向和对策。

Spanning 30--year development, China expressway enterprises have gradually been improved regarding business activities and management method. But compared to the world leading operation enterprise, there is a big gap in fine management due to the constraints based on monopolized management and operation system. Combined with the practical case of expressway enterprise management, the paper begins with the management development of expressway enterprise, and proposes the direction and countermeasures of realizing fine management on the basis of the analysis of the restrictive factors.
