Setting up Pilot Zone to Serve South-north Water Transferring

南水北调中线工程,是实现南北水资源的合理配置、支撑国民经济与社会可持续发展的战略举措。保障水质,保证北京等地饮用水安全,南水北调中线水源区(简称"中线源")肩负重大政治经济社会责任,已成为国家重要战略资源的承载地。因此,中线源的生态安全维护和经济社会发展的战略选择越来越受到政府和学术界的高度重视。我们在辨识中线源自然、经济、社会复合生态系统以及其特有的战略地位和生态位势的基础上,结合中线源战略定位和已有研究成果,借鉴我国已成功开创的"经济特区"和"综合配套改革试验区",提出在中线源建立"全国生态建设综合配套改革试验区"(简称"生态试验区"),并对"全国生态建设综合配套改革试验区"的地理空间尺度、功能定位、建设目标、内容以及政策支持与保障体系进行了初步探讨,旨在为新时期中线源全面实践科学发展观提供新的视角和模式选择。

The Mid--line Project of South--north Water Transferring is the strategic measure to realize the rational distribution of water resources between the south and the north and maintain the sustainable development of national economy and society. Safeguarding the water quality and ensuring the sweet water safety of Beijing is the great political, economical and social responsibility of the mid-- line source area of South-- north Water Transferring, which has been the base of national important strategic resources. So, the eco--safety maintenance and eeonomieal society development in the mid--line source area have attracted more and more attention from government and aeademic sector. On the basis of studying nature, economy and society and its unique strategic position and eeo--advantages, combined with the strategic position and former research results of the mid--line source, and the sueeessful experience of special economic zone and pilot zone for overall reforms, the author proposes to set up Pilot Zone of National Eco-- building Overall Reforms in the mid-- line source area and have made some study in geographic space, function position, building target and content, policy sup- port and maintenance system, with a purpose to provide a new perspective and model to the mid--line source area in carrying out scientific development outlook in an all--round way.
