摘要
粮食安全和食品安全是两个既相互关联又各有侧重的概念.从社会经济发展的角度梳理了粮食安全和食品安全的核心主题,分析了二者之间的逻辑关系.粮食安全问题起源于食物匮乏,食品安全问题则产生于食物中有害物质的存在,它们是人类社会演进的不同阶段面临的两个历史性难题.当今的市场经济体系、农业技术、产业政策大大缓解了饥饿问题,但生产者对高产量和低成本的追求,有可能对食品安全带来不利影响.
Food security is similar to food safety from literal meaning,but their focuses are dissimilar.The paper discusses their key topics and logic relationship from the perspective of social economic evolution.The issue of food security stems from the situation of food shortage,but rationality of food safety is that there are more and more hazard factors in food.They are both difficult problems that the society has to face during the different development periods.Today,market economy system,agricultural technology,and industrial policy have mitigated the situation of food shortage dramatically,however,the measures of pursuing more output and lower cost may bring negative effect on food quality.
