Social and Economic Development and the Construction of the Social Security System

我国经济社会的发展明显滞后于经济的高速增长,主要表现为国民收入分配向政府和企业倾斜,城乡居民未能充分分享经济增长的成果,各种经济社会差距持续扩大,公共服务和社会安全保障体系缺失。这不利于和谐社会的建设。经过30年高速经济增长,现在解决上述问题的条件已经成熟,应在经济社会发展的基础上,逐步建立起一个较为完善的公共服务和社会安全保障体系是建设和谐社会的基本前提。

The social and economic development of China lags far behind its quick economic growth, which finds expression mainly in the larger share of GNI obtained by the Government and enterprises, the inadequate share of economic growth by the ordinary people, the widening social and economic gaps, and the lack of the public service system and the social security system, which will hinder the construction of a harmonious society. The 30 - year quick economic growth in China has offered good conditions for solving these prob- lems because the construction of a public service system and a social security system is the precondition for the construction of a harmo- nious society.
