城乡统筹视野下西部“丘区”土地流转分析——以四川省乐山市井研县大水湾村为例

On Land Transference in Western China’s "Hilly Regions" from the Perspective of Urban and Rural Harmonious Development——Taking Dashuiwan Village of Jinyan County of Sichuan Province for Example

统筹城乡发展是缩小城乡差距的重要举措,按照中央的部署,城乡社会经济发展一体化体制与机制将在2020年基本建立。西部丘陵地区多是偏远的农村,自然条件不好,经济比较落后,产业化发展不足。受诸多不利因素影响的西部丘陵地区如何实现土地流转与城乡统筹是新农村建设中亟待解决的重要问题。位于西部丘陵地区的大水湾村,因地制宜,选择了茨竹种植和生态养殖为主导产业,对土地实行了流转,实现了土地的规模化经营,增加了农民的收入并提高了土地的比较效益。大水湾村城乡统筹、土地流转的成功试验为西部丘陵地区提供了很好的参考。

Harmonious development of Urban and rural areas is an important measure to narrow the gap between urban and rural areas.The hilly regions in western China are mostly poor geographically,backward economically,and underdeveloped industrially.With these unfavorable factors,how to achieve land transference and develop urban and rural areas harmoniously in hilly regions is an important problem to be solved urgently.Dashuiwan Village,located in a hilly region in western China,has set a good example by bambusa blumeana planting and ecological cultivating.Their experience can be used for reference by other hilly regions in western China.
