Analysis and Policy Recommendations on the Causes for Low Employment under High Economic Growth Rate

在高经济增长的条件下,我国没有出现高就业状况,就业形势依然非常严峻。造成高增长低就业的原因有很多,最主要的是企业对劳动需求的减少或不足。投资主导型的经济发展模式、劳动力价格的扭曲、资本对劳动的替代、节约劳动型技术的进步等因素造成企业对劳动需求减少或不足。在未来中国经济的发展战略中,投资主导型的经济发展模式应该有所调整,劳动密集型的产业应该是经济发展的重点,尤其是大力发展能够吸收大量就业的现代服务业。

Under high economic growth rate, there is not high employment rate but severe employment situation in China. Among various causes for low employment under high economic growth, the lessened or insufficient labor demand in enterprises is the principal one because of investment-led economic development model, the distortion of the labor price, the substitution of capital for labor, and labor-saving technological progress. Therefore, in China＇s future economic development strategy, investment-led economic development model should be adjusted. Labor-intensive industries should be the emphasis of economic development, particularly modem service industries that could absorb a large number of employments.
