摘要 基于三峡水库现有调度方案,分析了三峡水库防洪、抗旱、发电和航运等调度的运行条件和控制因素;根据长江经济社会发展需求和近年来出现的干旱缺水问题,分析长江中下游干旱情况及对三峡水库调度的需求;初步论述了三峡水库承担抗旱调度的能力和存在的问题,并对三峡水库抗旱调度和长江抗旱综合措施提出一些建议。研究表明:三峡水库增加抗旱调度是必要的,但需要设定适当的调度条件,建立调度效果评价体系。 On the basis of existing operation plan of the Three Gorges reservoir, the operation condition and controlling factors of flood control, power generation, and navigation of the reservoir running were analyzed. According to the economic and social development needs in Yangtze River basin and recently continual emergence of drought and water shortage problems, the drought situation in middle and low Yangtze River area and the demand to the Three Gorges Reservoir operation were discussed. The capacity of the Three Gorges Reservoir to solve drought defying and possibly existing problems were analyzed. Finally, some suggestions for the drought defying operation of the reservoir and the comprehensive measures to resist drought were put forward. It has been shown that the Three Gorges Reservoir to increase drought function is necessary, but operation condition must be studied and the benefit evaluation system for drought defying needs to be set up.
