摘要
通过分析总结我国国家级应急预案体系的结构特点,提出了一种应急预案体系构建的两维度方法,该方法具有结构清晰、覆盖完整等特点,能较好地满足预案体系构建中的"横向到边,纵向到底"的要求。
Through analyzing the structural characteristics of the state emergency planning system in China, the paper proposes a 2Dapproach to constructing the emergency planning system which, distinguished by its clear-cut structure and full-set coverage, is capable of meeting the requirement of＂breadthwise to the edge and lengthwise to the bottom＂ in constructing preplanning systems.
