Faced by fierce market competition, small-and-medium sized TPL enterprises are in desperate need for a performance eval- uation system that fits closely to their own characteristics, for which, the paper proposes the four principles that shall guide the establishment of such system as well as a set of suitable evaluation indices. It finally elaborates on an easy-to-operate evaluation method.
