The strategy to create "Digital Britain"

"数字英国"计划意存高远,志在未来。从战略起草、出台、实施到评估有条不紊,形成闭环,每项战略重点的实施都落实到具体部门,并有相应的法律和配套政策,从而保障计划的执行及效果。对我国信息通信业的发展而言,数字英国战略的制定和实施具有一定的借鉴意义。

In order to go out of trouble of financial crisis,take up the challenge brought by the transforming world,and create further digital competitiveness,UK Department for Business,Innovation and Skills(BIS) and Department for Culture Media and Sport(DCMS) published 'Digital Britain' white paper and implementation plan,which not only describes magnificent prospect of future 'Digital Britain' from strategic aspects,but also points out development route through detailed arrangement and careful measure.The plan of 'Digital Britain' has deep significance and has lots of benefits to future.The UK government has streamlined the strategy draft,lauching,implementation and assessment under the policy and legislation framework,with each strategy assigned to designated department which could ensure the 'Digital Britain' plan to execute and acquire effect.For China,'Digital Britain' has very strong reference.In the current circumstances,China is urged to publish its broadband development strategy as soon as possible to push the broadband construction through the involvement of market power,government investment and public-private partnership,in order to create firm foundation for promoting China's nationwide informatization application,development of digital economy and strategic emerging industries.
