中国现有非政府公共部门,与真正的NGO差异极大。本文试图探究约束中国NGO发展的深层原因:有历史文化层面的对自由主义普适价值的理解和接受不够;经济发展的滞后导致其经费的不足;传统的计划经济体制造成的对其社会组织机构、法律制度及管理体制的约束等。

There is a huge difference between the current Non-government public-sector and the NGOs in a real sense. The following article is trying to pursue the deep reasons which restrain the development of Chinese NGOs, such as the lack of understanding and acceptance of Liberalism universal value in historical and cultural level, the lack funds because of the stagnant of the economic development, the restraining social organizational institutions, legal systems and management systems, etc.
