Public Participation in Evaluation of Government's Performances

公众参与政府绩效评估,是实现绩效评估科学有效、确保评估公正、公平的重要条件,是建设服务型政府的内在要求。由于公众参与评估的目的异化、过程缺乏规范保障、责任机制残缺等问题的存在,严重弱化了评估的有效性和科学性。因此,改进公众参与政府绩效评估必须建立畅通、有效的参与渠道,建立评估反馈和责任机制,完善有效的评估申诉制度。

Being an intrinsic requirement of building a service-oriented government, public participation in the evaluation of government＇s performances can ensure the effectiveness, justice and .equity of the evaluation. But in practice, the evaluation is getting weak in effectiveness and scientificity, owing to changes in the aim of public participations, the lack of standard guarantee for the evaluation process and the incomplete responsibility mechanism. Therefore, to improve the evaluation, we must establish unblocked effective participation channels and a responsibility mechanism, carry out feedback of the evaluation and perfect the effective system for evaluation appeal.
