从工业化国家的发展历史来看,工业精神既是工业化发生的基础条件,又是工业化快速推进并不断升级的动力源泉。后起工业化国家及地区要实现工业化,政府必须承担起培育和发展工业精神的任务。政府应该从以下三方面入手:为工业精神的成长发育提供自由空间;为工业精神的成长发育维护市场秩序;为工业精神的成长发育营造良好环境。
