摘要
建立新型农村社会养老保险制度意义重大。当前建立健全这一制度,要明确政府职责,强化制度创新,统筹解决财政分担等问题,因地制宜,建立起多层次全覆盖的农村养老保障制度。
It is important to establish new mode Of social pension insurance system. TO meet this end, efforts should be made in the clearance of government functions , institutional creation, and balanced finance in line with different local Situations to set up wide coverage in rural areas.
