上海国际航运中心建设的基本框架体系是以上海港为中心,以江苏、浙江部分港口为两翼,沿海港口为纵深,以枢纽港、干线港、支线港和喂给港为主体的组合港口群。上海国际航运中心建设重点要在三大体系上有所创新,一是构建分工合理的港口物流体系,二是构建优化整合的集疏运体系,三是构建现代国际航运服务业体系。这三大体系就需要长江三角洲共同建设。
