冲突的是权力,建设的是文化——中美博弈中的“文化冲突” 被引量：1

摘要中美"文化冲突"有四个表达层面。国际关系学者多从权力角度审视"文化冲突",但这只强调了文化的权力功能,没有涵盖文化的其他特质。文化是社会历史现状的内在表达,没有清晰的疆界,文化之间并不必然对立。文化是一种主观的、灵活的、解释性的力量,既可以恶化冲突,也可以强化合作。文化可转化为权力,权力也改造着"文化"。"文化冲突"本质是权力冲突,因此不能指望以文化交流来消除冲突,更不能简单认为文化的外在传播体现了本国的软权力。但文化又是一种实在的力量,文化资源是公共性的,要让它成为实力,必须加强文化研究和建设,并与开拓性的政治实践相辅相成。
