Countermeasures on Perfecting Price Formation Mechanism of Resource Products

就完善我国资源性产品价格形成机制的原则与具体措施进行了论述。认为要在坚持市场取向和政府调控相结合的总的原则下,通过建立和完善资源产权市场体系,深化资源行业市场结构改革,建立以市场为基础的价格调控机制,完善资源环境补偿的制度安排,以及依靠科技进步降低资源相对价格等措施,使反映市场供求关系、资源稀缺程度、环境损害成本的生产要素和资源价格形成机制得以逐步完善。

Based on analysis of the principle and concrete measures on perfecting price formation mechanism of resource products, it is considered that guided by a combination principle of market-orientation and governmental control, some measures such as establishing and perfecting the market system for resource property rights, deepening reform of resource market structure and rationally using price control measures can be helpful for forming a market-oriented price mechanism. Moreover, strengthening environmental compensation system arrangement, decreasing relative prices between resources by improving technology level are useful means for perfecting the productive elements which reflects the relationships between supply and demand, shortage degree of rare resources and environmental damage cost. The resource price formation mechanism therefore can be improved step by step.
