As the capital and central city of Liaoning Province,Shenyang exerts important influence of leading and radiating in regional economic and social development.However,problems such as the shortage and structural disequilibrium of high-skilled talents become a serious barrier to the industrial structure optimization and upgrade and the sustainable economic and social development,and an important factor influencing the competitive strength and innovative ability improvements in Shenyang City.Based on detailed study of the status quo of high-skilled talents shortage,the causes are analyzed from such aspects as personal human capital investment,human resource development of enterprise,society and school,etc.Countermeasures and suggestions are also brought forward from perspectives of talent training,talent appraisal,social atmosphere,etc.to solve the problem of high-skilled talents shortage in Shenyang City.
