摘要 作为辽宁省的省会和中心城市,沈阳市在区域经济社会发展中发挥着重要的带动和辐射作用。然而,高技能人才匮乏和人才结构不合理等问题成为沈阳市产业结构优化升级和经济社会可持续发展的重要障碍,成为影响沈阳市竞争实力和创新能力提高的重要因素。在深入研究沈阳市高技能人才短缺现状的基础上,从个人人力资本投资、企业人力资源开发、社会及学校等角度分析其原因,并从人才培养、人才评价、社会氛围等方面提出解决沈阳市高技能人才短缺问题的对策和建议。 As the capital and central city of Liaoning Province,Shenyang exerts important influence of leading and radiating in regional economic and social development.However,problems such as the shortage and structural disequilibrium of high-skilled talents become a serious barrier to the industrial structure optimization and upgrade and the sustainable economic and social development,and an important factor influencing the competitive strength and innovative ability improvements in Shenyang City.Based on detailed study of the status quo of high-skilled talents shortage,the causes are analyzed from such aspects as personal human capital investment,human resource development of enterprise,society and school,etc.Countermeasures and suggestions are also brought forward from perspectives of talent training,talent appraisal,social atmosphere,etc.to solve the problem of high-skilled talents shortage in Shenyang City.
