In the pre-industrial period,the development of the rural industry established the foundation for the industrial revolution in Britain,especially the rise of the small and medium sized towns were the outsanding manifestation of its function.The towns played an important role in the relationship between the rural economic society and the city economic society.This is the important reason why the northern part and the western part of the British with developed rural industry turned into the cradle of the Industry Revolution.
