南京市白下区“五小”行业现状调查和监管对策探讨

在2008年创建全国文明城市期间,南京市白下区卫生监督所针对目前监管困难的"五小"行业进行了现状调查,并在创建过程中针对其现状摸索总结出一套"以科学发展观为指导、以街道为战场、以多部门联合执法为手段、以先进示范带动全局、以服务和支持促达标的"五小"监管整治方法,有力地推动了"五小"行业的整治达标,圆满完成了创建任务。

The purpose of this study was to find out a scientific way for the development of efficient supervision and management model of ＂Five small＂inspection.A survey of ＂Five small＂was performed during the creation of a national civilized city in 2008,and an efficient supervision mode was summed up as＂take the scientific development concept as the instruction,take the street as the battlefield,to unite the law enforcement of multi-departments as the method,to lead the overall situation by the advanced demonstration,provide service and support to promote compliance＂.The hygiene conditions of ＂Five small＂were obviously improved through this supervision mode.This set of effective supervision methods was also retained as a persistent effective supervisory mechanism of ＂Five small＂and achieved very good results.
