中东欧国家少数民族政策中的欧盟建构因素 被引量：2

摘要 在中东欧国家的入盟进程中,欧盟以"哥本哈根入盟标准"和"定期评估报告"作为两个制度性工具,建构和形塑中东欧入盟申请国的少数民族政策,产生了深远的影响。同时,这种制度性建构中也出现了一些问题:对少数民族问题的重视程度存在等级差别;评估缺乏明确参照标准并存在自相矛盾之处;评估报告的落实存在执行困境。通过分析可以看出,主体民族与少数民族平等无疑是政治民主的重要内容和标志,但外部力量的参与并不会对少数民族问题的解决产生根本性的作用,更不会从实质上促进民主政治发展。
