By the economic growth model analysis of Guangdong, Shandong, Jiangsu and Zhejiang provinces in the "Two Heights" Human Capital Region in 1996-2007, this paper found out these three results as follows: (1) Total factor productivity, physical capital stock, undifferentiated labor, general and specialized human capital are all showed a significant positive correlation with economic growth In Guangdong, Shandong, Jiangsu and Zhejiang provinces of the "Two Heights" Human Capital Region. Among them, physical capital stock contributed to the regional economic growth is the highest which is reaching 93.5% , so its economic growth is still mainly rely on physical capital investment driven; (2) Human capital investment leads to economic growth is inevitable, while economic growth also promotes the level of human capital investment, so it is practical relational and urgent to transform the economic growth pattern across our country;(3) A common feature shown from the economic growth in these four provinces is fixed-driven economic growth pattern, and so these four provinces have apparently not yet give full play to human capital contribution to economic growth. And therefore all provinces especially in Two Heights" Human Capital Region should give full play to the advantages of human capital in order to achieve the transformation from fixed-driven economy to human capital-driven economic.
