摘要
在中小学教师绩效工资政策实施过程中,政策相关主体之间本质上是一种交易关系。受信息不对称、机会主义、有限理性以及资产专用性等因素的影响,交易费用可能导致政策失真或时滞等现象的出现。依据科斯第二定理,完善制度将是降低中小学教师绩效工资政策中交易费用的根本举措。
Essentially,there exists transaction relationship among the relative subjects in the implementation of teachers' performance salary in primary and middle School.Information asymmetry,opportunist,bounded rationality,and specific human capital,which act on transaction costs,may lead to policy distortion or time lags in education policy.Based on kos second theorem,perfecting systems will be a fundamental measure of declining the transaction costs.
