深刻理解新时期农村弱势群体人力资本的涵义,充分认识农村弱势群体人力资本价值提升的重要性和必要性,增加农村弱势群体人力资本投入,形成多元化的人力资本投资渠道;加大对农村弱势群体教育与培训力度,形成多样化的文化提升与技能训练平台;创立农村弱势群体劳动力转移和就业机制,形成合理的人力资本流动平台;构建农村弱势群体卫生保健与心理辅导机制,形成多类型的心理健康与卫生服务平台,大力提升农村弱势群体人力资本价值。

First of all,we have to build a profound understanding of the meaning of human capital of rural vulnerable groups in this new period,to be fully aware to the importance and necessity of the human capital value enhancement.Then,we can increase the investment of human capital and finally to have diversity in human capital investment channels.Besides,we should devote more efforts to the education and training to the groups and form multifarious platforms of cultural upgrading and skills training.Meanwhile,it is important to create a migration and employment mechanism for labors in rural vulnerable groups and leads to a reasonable platform of the movement of human capital.In addition,to construct health care and psychological supporting mechanism of the groups which contributes to various types of mental health services could greatly enhance the value of human capital of rural vulnerable groups.
