天保工程专项资金及时到位和规范使用对策——以青海省为例

Countermeasures of Timely Availability and Normative Use of Natural Forest Protection Project Special Funds——A Case Study in Qinghai Province

介绍了青海省实施天然林保护工程概况与工程资金管理方面取得的成效。主要是林业财政部门农牧民切配合,中央专项、地方配套资金足额到位,摆脱了2006年以前地方配套严重不足的困境。同时,通过省级林业和财政部门联合编制森林管护实施方案并经省政府批复实施,确立了《方案》的权威性,促进了天然林长效保护机制的建立。

The paper introduced the general situation of Natural Forest Protection Project in Qinghai Province and effect achieved in project funds management which mainly included Close coordination with the finance department,the central special and local matching funds in full,reversing the dilemma of local matching serious deficiency before 2006,meanwhile,regulating the use of special funds through establishing the implementation plan of forest management and protection,promoting the establishment of long-term protection mechanism of natural forest.
