Seafarers are the main participants in the maritime transport activities, whose behaviors would be directly related to maritime transport security, and which plays a vital role in the development of China＇s shipping industry. So it is a very important thing to analysis and research the illegal behaviors of the seafarers, not only for the theory , but also for practise. Based on the analysising of the concept of offense of the seafarers , and types and causes of the offense, it is given the propose solutions and suggestions.
