Restructuring of the Ownership system And the Reform of the State Enterprises—A Few Notes On the Report of the 15th CPC National Congress

本文论述了中共十五大报告在所有制结构方面的重大突破，并在此基础上对国有企业缺乏活力的深层原因进行了重新反思，提出了进一步深化国有企业改革的基本思路。本文认为，以所有制结构调整为突破口，对国有大中型企业实行规范的公司制改革，对国有企业实施战略性改组。

Based on elucidates the new breakthrough in the structure of ownership in the report of the 15th CPC National Congress, the article analyzes the reasons why the state enterprises lack vigour and puts forward a basic way to deepen the reform of the state enterprises. The paper points out the key points to quicken the reform of the state enterprises is: to restructure the system of ownership as a breakthrough point, to standardize the state enterprises into comparies and to reorganize state enterprises strategically.
