论苏南地区城镇化进程中生态型政府职能转变与制度创新

Ecological Transformation of Government Functions and Institutional Innovation on the Process of Urbanization in Southern Jiangsu

"生态型政府"与"生态型区域"是行政职能生态化的运行载体,即追求人与自然的共同福祉的和谐政府与和谐区域。作为我国城镇化和工业化最早的地区之一,苏南建设生态型政府既具有重要的现实意义,同时也是一项十分紧迫而艰巨的系统工程。它要求新苏南模式下的地方政府在城镇化进程中,在已经和正在实现由经济建设型政府向公共服务型政府转变的基础上,继续构建并强化生态型政府和生态型区域建设的基本职能。生态型政府构建中提升地方政府环境治理能力需要突破路径依赖,寻求制度创新的现实可能性。
