摘要
以广东省深圳市西乡街道办为例,本文探讨了政府购买公共服务的主要事项、采购方式、项目招标程序、经费投入等,评估了政府购买公共服务的绩效,并对现存的问题进行反思。西乡政府购买公共服务的创新之处在于存在二级购买:西乡街道办向物业公司购买公共服务,这是一级购买;物业公司在民政局注册了非营利组织,用以提供专门性社会救助,这是二级购买。二级购买有利于优化公共服务供给,但也存在诸多问题。
Based on case study of Xixiang sub-district office of Shenzhen City of Guangdong Province,we discussed some issues of outsourcing public services,including the content,process,financial investment etc.The performance as well as problem of public services were aslo assessed.The innovation of the practice of Xixiang sub-district office was the two level of outsourcing.First,Xixiang sub-district office outsourced public services to the property companies.Second,a non-profit organization was registered in the Civil Affairs Bureau by the property company which outsourced special social relief to the NPO.The two level of outsourcing public services optimized the supply of public services,but there aslo existed many problems.
